San José Housing Crisis Work Plan

The City Council approved the Housing Crisis Work Plan, approved by the City Council in 2018, outlines strategies and policy actions to facilitate production of 25,000 new housing units (including 10,000 affordable units) by 2023.

The Housing Crisis Work Plan balances the development of policies and programs that encourage housing development with the need to support the implementation and delivery of housing units. The Work Plan contains a variety of projects – some newly initiated and some aligning with other planned or ongoing work with the overall goal of facilitating the construction of 25,000 new housing units by 2023.
