The Report on the Cost of Residential Development is an important part of the Housing Crisis work Plan. This report consists of a third-party analysis of the financially feasibility of new market-rate, multi-family residential construction in San Jose. The analysis is an important tool for the City to understand all of the factors that affect the ability of the City to meet its housing goals, and to inform future policy decisions.
Construction of new housing requires private capital to choose to invest in San José. These decisions to invest are based on a projected financial performance of the new development. The Report on the Cost of Residential Development uses several prototypical projects based on averages of built or approved multifamily projects in the City and evaluates the financial feasibility of those projects in the context of current market conditions.
